La Bisbal d’Empordà City Council has launched a scoping and diagnostic study to assess the potential reactivation of the former municipal slaughterhouse, an asset currently out of use. The goal is to obtain objective, evidence-based information to support strategic decision-making on the facility’s future and the most suitable options for the area.

Led by the Council’s Local Promotion and Development department, the study focuses on mapping genuine interest from the local meat and agri-food sector and assessing whether there is real demand—and the capacity—to lead the necessary refurbishment and subsequent operation of the site.

If the scoping work confirms private-sector interest in investing and operating the facility, the Council will assess the appropriate pathway forward, including the possibility of an administrative concession, with the relevant safeguards. If, however, no real interest is identified, the second part of the study would not proceed, ensuring efforts remain aligned with a viable scenario.

The work also includes the preparation of a concept preliminary design (pre-project) to outline needs, technical constraints and potential scenarios, helping define realistic options for the facility’s future.

Through this initiative, the Council aims to move forward on recovering a municipal asset with the potential to support local economic activity, strengthen the primary and agri-food sectors, and make better use of existing infrastructure.
